My Latest Op-Ed: Killing SkillFor the past five years, I have worked closely with Pennsylvania’s small businesses, veterans’ organizations and the skill game industry to craft a fair and balanced solution for the regulation and taxation of legal skill games. The result is Senate Bill 626 – a proposal that protects organizations that rely on skill games from crushing taxes, ensures proper regulation by the commonwealth and provides law enforcement with tools to combat illegal gambling. But now, other proposals are advancing in the Senate. Backed by the powerful casino industry, these proposals would effectively kill the skill game industry with a three-part strategy. PA Broadband Development Authority Awards Laptops in Lycoming, Union CountiesThe Pennsylvania Broadband Development Authority (PBDA) recently awarded 85 laptops to Advance Central PA (formerly the Central Pennsylvania Workforce Development Corporation) as part of a competitively awarded grant process established by the U.S. Department of Treasury. This funding will help our workforce access the technology they need to train, search for jobs and stay connected to opportunities. These laptops will directly support individuals working to build careers, especially in rural communities where resources are limited. I’m pleased to see this investment in our region. A representative from the Department of Community and Economic Development will be joining us to highlight this tax credit program, which is designed to encourage businesses to invest in projects that improve distressed areas of their communities through non-profit agencies. Tour Highlights Energy and Manufacturing in Tioga CountyLast week, I joined Seneca Resources and National Fuel for a tour of their facilities in Tioga County. The tour offered valuable insight into the role our region plays in supporting manufacturers and advancing energy production. Supporting Local First RespondersThanks to a generous donation from Energy Transfer, the Hughesville Volunteer Fire Department recently received $16,744.20 to purchase new battery-powered extraction equipment from Genesis Rescue Systems. This state-of-the-art gear enhances the department’s ability to respond to emergencies quickly and safely. Elizabeth Vollman of my Williamsport office was on hand for the presentation. Volunteer fire departments interested in applying for this grant can contact my Williamsport office for more information on the program. Central PA Chamber Celebrates 120th AnniversaryRecently, Matt Wise, my district director, joined Senator Culver to present a Senate Citation to Tea Jay Aikey, president of the Central PA Chamber, in celebration of their 120th Anniversary. The Chamber proudly represents businesses across 40 Pennsylvania counties, including Northumberland, Lycoming and Union counties. Congratulations and thank you for your ongoing commitment to supporting our region’s economic growth and community! Groundbreaking Advances Flood Protection in WilliamsportA groundbreaking ceremony was held recently for the Greater Williamsport Levee Cross Pipe Rehabilitation project at the Hepburn Street pump station. This important work is a key step in strengthening our community’s flood protection system, safeguarding Williamsport and the surrounding areas downstream. This portion of the project is funded by the U.S. Department of Commerce Economic Development Administration and Lycoming County and reflects the ongoing commitment to infrastructure and public safety in Lycoming County. VET STRONG at the YMCAUnited Way of North Central PA Launches Innovation GrantUnited Way of North Central Pennsylvania is launching a one-time Innovation Grant opportunity. Shikellamy State Park Opens Public Comment on Archery HuntingThe Pennsylvania Department of Conservation and Natural Resources (DCNR) recently announced that Shikellamy State Park, Union and Northumberland counties, is opening a 30-day public comment period on the proposed addition of archery hunting to the Overlook section of the park. The proposed hunting area will be bounded by the safety zone around the day-use area, County Line Road, and George Lane. If approved, this change would allow for approximately 107 acres of the overlook to be open to archery hunting. Public comments will be accepted from Monday, July 14th through Wednesday, August 13th. Comments may be submitted in writing via mail or email. Written comments can be mailed to Shikellamy State Park, 401 Bridge Avenue Sunbury, PA 17801, dropped off at the park office or emailed to ra-nrspshik@pa.gov. PHMC Opens 2025-26 Grants for Museums and Historical SocietiesThe Pennsylvania Historical & Museum Commission (PHMC) announced that the application window is now open for its Cultural and Historical Support Grants. Subject to the availability of funding, this program offers meaningful support to eligible museums and historical societies across the Commonwealth. Applications must be submitted by midnight on Friday, August 22, 2025. Please note that all PHMC grant applications are now submitted through the Commonwealth’s Single Application for Assistance system. Detailed eligibility information and grant guidelines are available on the PHMC’s Cultural and Historical Support Grant website. Property Tax/Rent Rebate Program Application Deadline Extended to Dec. 31The deadline to file for the state Property Tax Rent/Rebate Program has been extended to Dec. 31, 2025, allowing eligible older adults and people with disabilities age 18 and older more time to apply for rebates on property taxes and rent paid. The maximum eligible income is $46,520 and the maximum rebates range from $380 to $1,000 depending on the income level of the homeowner or renter. Check income, age and other eligibility details here. Treasurer Stacy Garrity recently announced that 423,092 Property Tax/Rent Rebate payments totaling $256 million were sent to eligible Pennsylvanians on July 1. Expanding Access to Lifesaving Naloxone, Making Prescription Drug Costs More TransparentLegislation has been signed into law to give EMS personnel permanent authority to leave behind naloxone, commonly known as Narcan, at the scene of an overdose. This will offer families a critical tool to prevent future emergencies. Act 34 of 2025 ensures that families and caregivers are equipped to respond immediately to another overdose if needed. It also improves transparency and access within Pennsylvania’s health care system by:
New Law Will Improve Stroke Care Across PAStrokes are the fifth-leading cause of death in the U.S. Legislation passed by the Senate and signed into law aims to save lives by providing critical information to health care providers. Senate Bill 411, now Act 24 of 2025, will establish a statewide stroke registry, administered by the state Department of Health, to deliver resources to emergency medical service providers, hospital stroke teams and other health care providers to ensure high quality stroke care for patients. It includes a confidentiality clause ensuring any submitted registry data will not include an individual’s confidential or personally identifiable information. Watch Out for Scammers Posing as State EmployeesOlder Pennsylvanians are being targeted by emails from scammers posing as state employees requesting payments necessary to access a non-existent inheritance. In an incident reported to commonwealth officials, an older Pennsylvanian received an email from a generic account resembling an official state email address and claiming to be a representative of a credit union. Don’t respond or click on any links! Report any incidents like this by phone at 1-866-PAComplaint or online. Summer Boating in PAIf you’re putting your boat in the water this summer, it’s a good idea to reacquaint yourself with Pennsylvania boating regulations, safety courses and other information from the state Fish and Boat Commission to help you build outdoor memories. Boating Basics explores knowledge, equipment and understanding of the requirements necessary for boat use in Pennsylvania. Boating Regulations covers rules all boaters should know (including those governing life jackets.) There’s also information on general Boating Safety and applying for a Boating Safety Education Certificate and Course.
