Yaw: Over Half a Billion Dollars Generated for 23rd District Through Natural Gas Impact Fee Since 2011

$39.1 million to be directed across the region for infrastructure, emergency services, environmental initiatives and other programs in latest round of Marcellus Shale Impact Fee disbursements.

HARRISBURG – The Marcellus Shale Impact Fee continues to deliver millions to county and local governments across the 23rd Senatorial District, according to Sen. Gene Yaw (R-23), chairman of the Senate Environmental Resources and Energy Committee.

“The Impact Fee not only funds critical projects locally but also a wide variety of important environmental projects in communities throughout the state,” Yaw said. “The natural gas industry has been a great partner in creating new jobs and opportunities, and today’s announcement is another reminder of the importance of this industry in Pennsylvania.”

Since 2011, the Impact Fee has generated more than $3.12 billion in tax revenue to support county and local governments. Yaw’s district has received over $531 million for counties and municipalities during that time.

In the most recent round of funding based on natural gas production in 2025, $243.9 million was distributed statewide. Of that, nearly $39.1 million will be sent back to counties and municipal governments in the 23rd Senatorial District.

The disbursements announced today by the Pennsylvania Public Utility Commission (PUC) include:

Bradford:

County Distribution: $6,081,855 ($85,287,038 received by the County since 2011).

Municipal Distribution: $10,704,310 ($146,525,058 received by County municipalities since 2011).

Lycoming:

County Distribution: $4,108,204 ($57,152,620 received by the County since 2011).

Municipal Distribution: $6,773,225 ($88,298,830 received by County municipalities since 2011).

Sullivan:

County Distribution: $710,910 ($8,055,753 received by the County since 2011).

Municipal Distribution: $1,219,395 ($13,654,667 received by County municipalities since 2011).

Tioga:

County Distribution: $3,430,132 ($48,626,021 received by the County since 2011).

Municipal Distribution: $6,024,470 ($83,600,439 received by County municipalities since 2011).

Union:

County Distribution: $ 42,852 ($579,543 received by the County since 2011).

“From significant tax revenue and family sustaining jobs, to lower energy costs for consumers, Pennsylvania’s natural gas industry continues to provide measurable benefits to our Commonwealth,” said Jim Welty, president of the Marcellus Shale Coalition. “Pennsylvania’s approach to distributing this tax is transparent and delivers revenue back into communities in all 67 counties. Everyone should appreciate the significant and lasting benefits the Impact Fee has provided to Pennsylvania.”

The Impact Fee is assessed on natural gas companies, in addition to regular business taxes paid by the companies. The disbursements are based on a formula established in Act 13 of 2012 to ensure communities that are affected by natural gas drilling receive their fair share of funding for projects like road and bridge repairs, housing and other local infrastructure needs.

Beyond funds distributed directly to local governments, impact fee revenue has supported a wide range of projects throughout the region. These include the rehabilitation of the levee in the Borough of South Williamsport, the Muncy Creek Streambank Restoration and Protection project and the Basin Street/Susquehanna Riverwalk Connection in Lycoming County; the Diahoga Trail Development and Cayuta Creek Bank Stabilization projects in Bradford County; the Gregg Township Municipal Authority Wastewater Treatment Plant upgrade in Union County; and, most recently, the Mansfield Flood Mitigation project and the Island Park Sports and Recreation Improvements project in Tioga County.
